This seems more like a problem with mainly English speaking countries because in my country we never get Indian scam calls, the elderly here don't know English to even get scammed)

We can cut the countries off from international communications; any lines out of those countries go directly to consulates & embassies. Any businesses with call centers in those countries lost at the investment game & can move jobs back here.

That seems like a bit of Strawman fallacy because the OP is likely saying scammers deserve to be executed to dramatically say how bad they are, they may not literally mean it. Some may also think "I don't support the death penalty but if we had it, people guilty of x should face it", which is a separate argument of whether it should actually be done or not.

That's more extreme than I believe, but elder abuse is one of the worst things ever. I get sooo mad about it. Scammers have tried to get my parents many times. They're still sharp, but my mom's best friend got into a bitcoin scam and stole her fb account to try and scam more people. That was the beginning of scammers trying to get my mom.

I think the death penalty is strong response to losing money. Average (successful) wrongful death cases are comped around half a million to one million. If an employee steals 14 million dollars from a company, does the company get to kill the employee, plus 13 random people deemed at fault or what?
